Concrete Admixtures & SPCC Plans

While I’m at plants, talking about SPCC plans, I get this all the time “do admixtures need to be included in my SPCC Plan?”

The answer is NO!

SPCC plans cover only petroleum storage. The SPCC regulations require a plan be prepared and implemented at any facility that meets two things: the potential to discharge oil to a navigable water of the US and the  facility has more than 1,320 gallons of petroleum on site. So simply saying, admixtures do not, and are not part of an SPCC plan.

There may be local regulations that require similar management of admixture containers at a concrete plant site. These could mandate requirements such as secondary containment, inspections, training, etc. ALWAYS check with your state and local regulations!

It’s good to treat all tanks in the same way, regardless of contents. Tank management is easier if you treat all tanks like oil containing tanks (secondary containment, regular inspections, spill response, etc.). Our guidance is that unless required by state or local regulation, leave the admixtures out of the SPCC plan, but create a secondary spill response plan specifically for admixtures and other materials, and they then treat them in the same manner as oil tanks.
