New Jersey Recycling Approvals Made Understandable
New Jersey treats recycling as a regulated activity, not just a good idea. If your facility receives, stores, processes, or transfers recyclable materials, there’s a strong chance you need a recycling approval from the NJDEP. For many businesses, this comes as a surprise, especially because the rules are far more detailed here than in most other states.
At RMA, we help companies understand whether they need a recycling approval, what type applies to their operation, and how to navigate the state, county, and local requirements without unnecessary delays. Whether you’re planning a new recycling operation or trying to make sure an existing one is properly approved, we help you move forward with confidence.
Recycling approvals in New Jersey can be confusing, time-consuming, and easy to get wrong. Between determining whether an approval is required, identifying the correct approval type, coordinating with county and local agencies, and preparing a complete NJDEP application, there are a lot of places where projects get delayed or stalled entirely.
At RMA, we help businesses navigate the recycling approval process from start to finish. We work with you to determine whether your operation needs a recycling approval, qualifies for an exemption, or requires a specific approval type. From there, we help prepare and submit the necessary documentation and guide you through the state, county, and local review process.
Whether you’re planning a new recycling operation, expanding or modifying an existing one, or trying to make sure your current activities are properly approved, we provide clear guidance and hands-on support so you can move forward with confidence and avoid costly missteps.

The Short Version: We talk. You explain what materials you’re handling and how your operation works, and we help determine whether a recycling approval is required and what path makes sense.
Every recycling approval project starts with a conversation. You reach out through our website, by email, or by phone, and one of our environmental professionals will connect with you to learn about your operation.
We’ll talk through what materials you’re receiving, storing, processing, or transferring, how long materials stay on site, and whether the operation is permanent, temporary, or project-based. These details matter in New Jersey and directly affect whether an approval is required.
This is also where we identify early red flags or opportunities, such as whether an exemption may apply or whether a limited or alternative approval pathway could save time and cost.
This is not a sales call. The goal is to give you clear, honest guidance up front so you understand what you’re dealing with before committing to an application.
The Short Version: We define the right approval type, material classes, and regulatory path before any applications are submitted.
Once it’s clear that a recycling approval is needed, we help define the correct approval strategy. In New Jersey, that means identifying the appropriate approval type and the specific classes of recyclable materials involved.
Because approvals are material-specific, we work with you to confirm exactly what materials will be handled and how. We also review site conditions, zoning considerations, and any county or municipal approvals that may be required alongside NJDEP review.
This step is about avoiding surprises. A well-defined strategy up front helps prevent application delays, requests for major revisions, or denials later in the process.
By the end of this phase, you’ll know exactly what approval path you’re pursuing and why.
The Short Version: We prepare and submit the recycling approval application and supporting documentation.
With the approval path defined, RMA helps prepare the required application materials. This can include application forms, detailed operational descriptions, material lists, site information, and other supporting documentation required by NJDEP, counties, or municipalities.
We help make sure the application accurately reflects how your operation will run in practice. This is important, because inconsistencies between the application and actual operations can cause issues during review or inspections.
Once the application is submitted, we help track its progress and coordinate responses to agency questions or requests for additional information.
This step is about accuracy, completeness, and follow-through to keep the process moving as smoothly as possible.
The Short Version: We guide you through agency review and help you understand what comes after approval.
After submittal, recycling approval applications typically go through review by NJDEP and, in many cases, county and local agencies. We help you navigate that review process by coordinating responses, clarifying agency comments, and updating documentation as needed.
Once approvals are issued, we walk through what the approval allows, any conditions that apply, and what ongoing requirements you’ll need to follow. This helps ensure the approval is actually usable and doesn’t create compliance issues down the road.
If your operation changes in the future, such as adding materials, modifying processes, or expanding activities, we can also help determine whether approvals need to be amended or updated.
The goal isn’t just to get an approval, but to help you operate confidently within it.
Clear guidance and hands-on support through one of the most regulated recycling approval processes in the country.
We help you determine whether your operation needs a recycling approval, qualifies for an exemption, or may fall under a limited or alternative approval path. This helps you avoid unnecessary applications and delays.
New Jersey approvals are material-specific. We help identify the correct approval type and classify the materials you plan to handle so your application aligns with NJDEP requirements.
Recycling approvals in New Jersey often involve state, county, and local agencies. We help coordinate requirements and submissions so the process stays organized and consistent.
We help prepare and submit recycling approval applications and supporting documentation that accurately reflect your operation and meet regulatory expectations.
During agency review, we help track comments, respond to questions, and adjust documentation as needed to keep your application moving forward.
Once approvals are issued, we help you understand what they allow, any conditions that apply, and what ongoing requirements you’ll need to follow to stay compliant.
Our recycling approval support is built for businesses that want clear answers, a clean strategy, and a smooth path through the NJDEP process. We’re a great fit for you if:
✓ You’re not sure if you even need a recycling approval and want honest guidance before you spend money.
✓ You handle recyclable materials and want to make sure you’re approved for the right material classes and activities.
✓ You’re starting a new recycling operation and want the approval process handled correctly from day one.
✓ You already operate a recycling facility and need to update, expand, or correct your approvals to match current operations.
✓ You want help navigating the state, county, and local requirements without getting stuck in delays and back-and-forth.
✓ You’re dealing with questions from regulators, landlords, lenders, or customers and need your recycling approval status to be clear and defensible.
✓ You want a realistic, straightforward partner who can guide the process and keep it moving.
We’ve helped facilities in New Jersey understand what the state expects, choose the right approval path, and prepare applications that reflect real operations and stand up to review.
If your business receives, stores, processes, or transfers recyclable materials in New Jersey, there’s a good chance a recycling approval applies... and we can help you get it handled the right way.
What is a New Jersey recycling approval?
In New Jersey, a lot of recycling activities are treated like regulated solid waste work. A “recycling approval” is the permission you need from NJDEP (and often the county and town) to legally receive, store, transfer, or process certain recyclable materials. If you are handling recyclables as part of your business, there is a good chance you need some level of approval.
Do I need a recycling approval if we are just storing materials, not processing them?
Often, yes. In NJ, simply receiving and storing recyclable material can still be regulated depending on what the material is, how much you have, and what you are doing with it. If your operation looks like a transfer or staging yard, NJDEP will likely still expect an approval even if you are not “processing.”
We are not a recycling company. We just handle scrap, pallets, or returns. Does this apply to us?
It can. A lot of businesses land in this world by accident. Warehouses, manufacturers, contractors, and logistics sites often handle recyclable materials without thinking of it as “recycling.” If you are collecting materials on site and shipping them out, it is worth checking what NJDEP considers your activity.
What materials trigger approvals in New Jersey?
It depends on the material type and how it is handled. NJDEP groups recyclable materials into classes (often called Class A, B, C, and D). The class affects what approvals are needed and what conditions you will have to meet. We help you identify the right material class so you do not pick the wrong path.
What are Class A, B, C, and D recyclables in plain English?
Think of these as buckets that NJDEP uses to group different recyclable materials. Some are more common and lower concern, others have more risk or more rules attached. The class is important because it drives what approval type you can use, what the site needs to look like, and what NJDEP will allow.
What approval types exist, and which one do I need?
New Jersey has different paths, like general approvals, limited approvals, research and development approvals (RD&D), and exemptions. The right choice depends on your materials, operations, and site details. Picking the wrong path can cause delays or denials, so we focus on strategy first, then paperwork.
Could we qualify for an exemption instead of a full approval?
Possibly. Some activities can fall under exemptions or more limited approvals, but the details matter. In NJ, assuming you are exempt without confirming it is a common (and expensive) mistake. We help you confirm what applies before you invest in the wrong application.
Why does New Jersey make recycling so complicated compared to other states?
New Jersey regulates recycling under solid waste rules, and approvals often involve multiple layers of review. That can include NJDEP, the county solid waste office, and local zoning or land use. The upside is you can operate legally with clear rules once you get approved. The downside is the process takes planning.
Why are county and local approvals part of this?
In New Jersey, it is not just a state decision. Counties and towns often have roles in whether a recycling use is allowed at a site. This is where projects can get stuck if the site or zoning does not match the proposed operation. We help coordinate these pieces so you do not discover conflicts late.
Can I start operating while the approval is in progress?
Usually, you should not assume you can operate without approval. Operating first and applying later can create enforcement risk and can also complicate your application. If you are under pressure to start, we can talk through options and realistic timelines, but we will not promise a workaround that is not defensible.
How long does the NJ recycling approval process take?
Timelines vary a lot. Some limited situations move faster, but many approvals take months, and some take much longer depending on complexity and agency review cycles. The most important thing is starting with the right strategy and a complete package, because rework and resubmittals are what really drag timelines out.
How much do NJ recycling approvals cost?
Cost depends on what you are handling, how complex the site is, how many agencies are involved, and how much supporting documentation is needed. After an initial conversation, we scope the work and give you a clear price. We do not promise a price before we understand what you actually need.
What information do you need from us to get started?
In most cases we need a basic description of your operation, a list of materials you will handle, an address, and any existing site plans or layouts you have. If you already have permits, prior approvals, or correspondence with NJDEP or the county, that helps too. Do not worry if it is incomplete. We can work with what you have.
Do we need a specific property or zoning to get approved?
Often, yes. Recycling uses can be sensitive from a zoning and land use perspective. Even if the state process looks doable, local rules can still block the operation at a specific address. This is why we look at site and zoning realities early, before you spend money going down the wrong path.
What are the most common mistakes companies make with NJ recycling approvals?
The biggest mistakes are picking the wrong approval type, misclassifying materials, describing operations in a way that does not match reality, ignoring county or local requirements, and assuming an exemption applies. Another common mistake is signing a lease or buying equipment before confirming the approval path.
What happens if NJDEP asks questions or issues comments?
That is normal. Most approvals involve review comments and follow-up questions. We help you respond, adjust the application if needed, and keep things moving. The key is responding clearly and consistently so the agencies can see that the operation is planned and controlled.
Once we get approved, are we done forever?
Not always. Approvals can come with conditions, operating limits, reporting requirements, and sometimes renewal or update needs. Also, if you change materials, equipment, throughput, or how you operate, you may need an amendment. We help you understand what the approval allows and what changes require action.
Can you help if we already have an approval but it is wrong or outdated?
Yes. We often help with corrections, updates, ownership changes, site changes, or getting an old approval back into a workable state. If the existing approval is a mess, we will tell you what can be salvaged and what is better rebuilt.
Do you work with landlords, lenders, and customers who are asking for proof?
Yes. Many projects start because someone needs documentation before a deal can move forward. We can help you understand what proof is reasonable, what approvals are actually required, and what a realistic path looks like so you can respond confidently.
Can we do this ourselves?
Some companies try, and occasionally it works for very simple situations. But in NJ, the strategy and coordination piece is where most DIY efforts get stuck. If you want to take it on internally, we can still support you with a review, a second opinion, or a targeted strategy session so you do not waste months going the wrong direction.

I first met Doug of RMA in 2002 when I attended an environmental course he developed for the National Ready Mixed Concrete Association. Doug’s ability to effectively communicate and explain the voluminous environmental regulations pertaining to the concrete industry is remarkable. He is truly a gifted speaker and teacher. If you are new to the industry or the environmental field, I strongly recommend participating in Doug’s courses. Since then, we’ve worked together on several projects including an NPDES permitting, and most recently, further development of the Green-Star EMS Program at NRMCA. Doug’s passion, experience, and insight are always welcomed assets on any environmental project.

I’ve known Doug of RMA for over 4 years and have seen him tirelessly and passionately promote best management practices to the industries and good stewardship of the environment while exhibiting a refreshingly honest and compassionate concern for the business. It does not take long for one to see and feel Doug’s enthusiasm and commitment when talking to him or hearing him educate a group on the subject of environmental compliance. He manages to do this while helping the end user accomplish this sometimes incompressible task economically. Having hired RMA to assist with decoding the mass of sometimes confusing and contradicting US EPA and state DEP regulations, I can say with confidence that they know our industry very well. I heartily recommend RMA and Doug Ruhlin for anyone needing professional and ethical council with environmental compliance.
