Our pricing reflects the fact that your plan isn’t being built by interns or junior staff — it’s handled by experienced professionals who understand the real-world risks and liability tied to SPCC compliance. We don’t cut corners, and we don’t outsource — we do the work ourselves, and we do it right. We’re not getting rich off this, but we also believe in paying our staff fairly for their time, knowledge, and care.

Yes, online SPCC training for your staff is included with every new plan, covering up to five users per facility.

If you need training for larger teams, additional users can be added at a low cost. We update training every year, allowing you to stay on top of training easily with our online environmental training platform.

We also offer custom in-person or virtual sessions if needed.

In some cases, additional costs you'll incur may include buying spill kits, modifying or installing secondary containment, or in the longer term, annual SPCC training. These are our costs, these are things you'll need to purchase and do outside of the SPCC Plan. Regardless, your documentation will outline what you need to do in order to get, and stay, in compliance.

As a rough ballpark, figure you'll spend around 10-20% of the price of your initial SPCC Plan on a regular basis to stay in compliance.

And since this isn't a permit, isn't submitted to any government agency, and doesn't go through any form of external, there are no hidden fees. Think of this more like buying a custom SOP for your facility to use.

Yes. Involving a licensed Professional Engineer (PE) adds cost because it brings another level of review and expertise. Not every plan needs it, so we don't charge for it unless it's required. Some states require that SPCC Plans be prepared or certified by a PE licensed in that state, and if that's the case, we've got you covered. Also, if your facility is not Tier I or Tier II certified, you’ll need a PE no matter what. And if you just want a PE stamp to feel more covered, even if it's not required, we can do that too.

Absolutely. Many clients bundle their SPCC Plan services with other forms of environmental compliance services, all depending on their needs.

Generally that would include other compliance related things such as NPDES permitting, Tier II Reporting, or Environmental Audits, which helps cut total costs and streamlines compliance across your entire operation.

The same goes for multi-site clients, buying plans in bulk increases the overall project size but lowers the per-facility cost compared to purchasing your SPCC Plans one at a time.

 

It depends. If you have a well-made plan that just needs a five-year review and nothing’s changed, it might only cost a few hundred bucks, even for a complex facility. On the other hand, if you’ve got a cheap, outdated plan from a decade ago that's missing key info, it’s probably not worth trying to salvage. In that case, it’s usually faster and cheaper to just start fresh. But in general, starting with something is almost always going to cost less than starting from scratch.

We’re flexible. If you’ve got a larger project or need to break payments into chunks, just talk to us. We generally break our invoices into either halves, or quarters, depending on the project. Budgeting is real, and we get it. Having said that, smaller dollar invoices are usually for the full amount. For example, if you’re trying to finance a $1,000 SPCC Plan update, that's probably not going to be something we'd entertain, but we'd be happy to discuss it further!

The more complex your facility and operations are, the more time it takes to get things right. If your site involves tricky containment scenarios or unique equipment setups, it’s going to require more time, expertise, and documentation. On the other hand, if you just need a straightforward plan for a single facility with simple details, we can usually knock it out quickly and affordably.

Current Status of Your SPCC Plan

If we’re starting from scratch, we’ll need to spend more time upfront getting organized. That’s totally fine, but it does increase cost. If you already have good records (like an old SPCC plan, site maps, or even just a general idea of what’s on-site) we can usually move faster and keep the price lower.

Number of Locations

If you need SPCC plans for multiple facilities (especially across different states), costs can increase since each site requires its own documentation and may follow slightly different rules or formats. That said, we do offer pricing efficiencies for multi-site projects. When you bring us in to handle several facilities at once, we’re able to streamline the process, reuse shared elements, and pass those savings along to you.

Travel Considerations

We’re based on the East Coast and travel all over. But if your site is logistically tricky or requires multiple visits, travel costs will be factored in. That includes flights, hotels, and the like. If you’re within driving distance or can give us solid documentation upfront, we can sometimes avoid travel altogether and keep the price down.

Timeline and Scheduling

Need something fast? We can prioritize your project, but we may need to work nights and weekends to do it, which affects cost. If you’ve got some flexibility, we can schedule your project during a time that keeps costs lower and helps everything move more smoothly.

Level of Customization

Some clients want a simple SPCC plan and basic training. Others want a more tailored solution with custom inspections, spill response workflows, or documentation that matches internal standards or EMS systems. The more customization you need, the more time it takes behind the scenes. If you're okay with more off-the-shelf options, the cost will reflect that simplicity.

SPCC plans are a compliance requirement, but that doesn’t mean you have to overpay. Here are a few smart ways to reduce your total cost while still getting exactly what you need.

Bundle Services

Many companies overpay by sourcing environmental services one at a time. Bundling your SPCC needs - whether that's a brand new plan or a simple update - with other services like NPDES permitting, Tier II or TRI reporting, or environmental auditing often results in meaningful savings. It also reduces the number of vendors you have to manage.

Commit to Annual Updates

SPCC plans require periodic review and updates. Signing up for an annual SPCC review service can reduce long-term costs by preventing full rewrites, avoiding late penalties, and keeping your plan inspection-ready year-round.

Buy in Bulk

If you operate multiple facilities that each need a plan, ordering them together can reduce your per-site cost significantly. This is especially true when sites are similar in layout, operations, or regulatory needs.

What Are Some Example SPCC Project Costs?

SPCC plan pricing can vary quite a bit depending on your facility size, how much oil you store, and whether you're starting from scratch or updating what you’ve already got. Below are some real-world examples to give you a ballpark and help you understand what goes into the cost.

First-Time Plan – Small Facility

This might be you if you’ve got a small shop, warehouse, or utility yard, and someone just told you, “Hey, you need an SPCC plan.” Since there’s no existing documentation to work from, we’ll need to gather all the details, visit the site if needed, do containment calculations, and build your plan from the ground up.
Typical Range: $2,500 – $4,500
This assumes a simple layout, just a few oil containers, and no surprises.

Plan Update – Mid-Sized Facility

If you’ve already got a plan but it’s out of date - maybe you added new tanks or moved things around - this is probably you. We’ll review your existing plan, check what’s changed, and update what needs fixing, elements of your SPCC Plan like facility maps and diagrams, procedures, training, or inspection documentation. Since we’re not starting from zero, it keeps the cost down.
Typical Range: $3,000 – $8,000
Most of the cost here comes from reviewing what’s changed and making sure your plan still checks off all the regulatory requirements.

New Plan – Large or Complex Facility

You’ve got a bigger site - multiple ASTs, complex piping, and varied operations - and you’ve had a plan for a while, but it needs a full reset. Since it’s a large facility, we’ll almost always need to do a site visit to make sure we've get the details right. But the good news is, if you've got an existing plan, we can often pull a lot of useful information from it to speed up the process and reduce how much new documentation we need to build from scratch.
Typical Range: $5,000 – $12,500
You’re getting a fully customized plan, tailored to your layout, risks, and regulatory needs, but having something to start from makes a difference.

New Plan – Existing RMA Client

If we’ve worked with you before, chances are we’ve already been on-site, taken photos, documented containment, and gotten to know your team and your operations. That puts us in a great position to skip a lot of the first-timer logistics and get straight to work. We already know how you operate, and that makes the process faster and more cost-effective.
Typical Range: $3,000 – $6,500
We still build a full new plan, but our history with you means less ramp-up and fewer unknowns.

Multi-Site Planning

If you’ve got five, ten, fifty, or even more facilities that all need SPCC plans, of course the overall project is going to cost more - but we can use your scale to keep costs down per site by wrapping it all into one big project. If your locations are close together, we can conduct multiple site visits in one trip. If your facilities are similar in layout and storage, we might even be able to handle some remotely without visiting every site in person. These are more complex projects with lots of moving parts, but bundling your needs helps us deliver efficiently.
Typical Range: $2,000 – $8,500 per facility
Bulk planning means shared travel, shared resources, and shared documentation - and that can bring per-site pricing down significantly.

RMA’s pricing typically falls in the mid-range of the market. We've talked to our customers and have a good feel for what competitors charge. We’re not the low-cost provider (and we don’t try to be) but we're also not the most expensive. Most of our clients are price-sensitive, and we structure our services to meet them where they are, especially when bundling multiple plans or compliance needs across multiple facilities. If you’re comparing other firms to us for your SPCC needs, we encourage you to:

  • Ask what’s actually included in your SPCC Plan. Don’t assume, clarify the full scope upfront. Lots of competitors don't offer training, or only give you digital copies of plans. That's fine, just be clear on what you're actually buying.

  • Find out who’s doing the work. Ask who specifically will be writing your plan. Are they experienced? Does the PE certifying your document have experience with SPCC and spill prevention?

  • Check turnaround times and support. Especially if you're under a deadline or inspection pressure. It's common for SPCC projects to take months as firms bounce projects from junior staff member to field tech, to the CADD department, over to the engineer... Chances are you need your SPCC Plan ASAP, which we take into consideration on every project.

Is it really worth hiring a consultant?

It depends... and anyone who tells you otherwise isn’t being honest.

If you have a very simple site, low oil volumes, and plenty of time, you can write an SPCC plan yourself (for Tier I and Tier II facilities). In fact, for some small operations, that’s exactly what we recommend.

That said, most facilities we work with fall into one of these categories:

  • You don’t have time. Regulations, containment calcs, and plan writing aren’t your day job.

  • You don’t want to risk getting it wrong. Mistakes can cost a lot more down the road than just buying a plan from a pro today.

  • Your site is too complex for a DIY plan. You need someone who can catch the details and get it done right.

  • You want a system, not just a checkbox. You’re looking to build something that lasts, rather than a band-aid document to quickly cover a requirement.

  • You need a plan that fits your operations. Not something generic or copy-pasted. Remember, SPCC is facility-specific!

  • You’re required to use an expert. Your SPCC plan needs PE certification, whether that's because you store over 10,000 gallons of oil, have a history of spills, or your state outright requires it. Sometimes, you NEED outside expertise, no matter what.

Hiring a consultant is worth it when the cost of non-compliance or business disruptions outweigh the cost of getting it done right the first time. It’s also worth it when your team’s time is more valuable spent elsewhere.
