Full Environmental Programs for Companies That Just Want It Handled

Your Environmental Program, Fully Managed

Managing environmental compliance can quickly turn into a full-time job. Permits, plans, inspections, training, reporting, and deadlines all stack up, and if even one piece slips, the risk lands on your business. A Full Environmental Program with RMA is designed for companies that want a reliable partner to take ownership of the entire environmental picture.

Whether you’re starting with a brand-new facility, inheriting a disorganized program, or simply tired of juggling multiple consultants and internal responsibilities, RMA can step in and manage your environmental program from end to end. We build the system, make sure everything works together, and handle the ongoing execution so you can stay focused on running your operation.

Need Help Running Your Entire Environmental Program? That’s What We Do.

For a lot of companies, environmental compliance isn’t one problem. It’s dozens of small ones. Permits, plans, inspections, training, reporting, and deadlines all pile up over time, often handled by different people with no single system holding it all together.

A Full Environmental Program with RMA means you don’t have to manage all of that yourself. We step in and take responsibility for the whole picture. Whether you’re starting from scratch, cleaning up years of disorganized documentation, or just tired of keeping track of everything internally, we help bring order, consistency, and follow-through to your environmental responsibilities.

Think of it as having an in-house environmental team without having to hire one. We help figure out what applies to your facility, get the right programs in place, and then manage the ongoing work so nothing falls through the cracks. You stay informed, but you’re no longer carrying the burden day to day.

Your Path to a Full Environmental Program: Our Process

Start the Conversation

Program Setup

Program Management

Ongoing Support

The Short Version: We talk. You reach out, we have a real conversation, and we figure out whether handing your environmental program over to RMA makes sense.

Every Full Environmental Program starts with a simple conversation. You fill out a form on our website, send us an email, or give us a call. One of our environmental professionals will reach out to learn about your facility and what your environmental situation looks like today.

Some companies already have permits, plans, inspections, and reporting in place, but it’s become too much to manage internally. Others know they’re responsible for environmental compliance but don’t know exactly what applies to them and don’t want to spend months figuring it out. Both situations are common, and both are fine.

This isn’t a sales call. You’ll be talking with someone who works on environmental programs every day. The goal is to understand where you’re starting, what’s currently being handled, and what you’d like to hand off. From there, we’ll talk through whether a Full Environmental Program is a good fit, what level of professional support makes sense, and what it would look like for RMA to take ownership of the work.

The Short Version: We take over the program, figure out what applies to you, and get everything organized and under control.

Once we move forward, RMA steps in and takes ownership of your environmental program. We review what you already have, if anything, and identify what environmental requirements apply to your facility based on your operations.

If you already have permits, plans, or documentation, we review them, clean them up, and make sure they reflect how your facility actually operates. If things are missing, outdated, or never existed in the first place, we build what’s needed.

This can include identifying required permits, preparing applications or registrations, developing plans, setting up inspection and training requirements, and organizing documentation so everything lives in one place and makes sense.

The goal of this phase is simple: by the end of it, your environmental program exists, it’s organized, and someone is clearly responsible for it.

The Short Version: We handle the day-to-day environmental work so you don’t have to.

With the program in place, RMA manages the ongoing tasks that keep you compliant. This includes things like tracking deadlines, conducting or coordinating inspections, managing training requirements, preparing and submitting reports, and following up on corrective actions.

We keep calendars, checklists, and records up to date so nothing falls through the cracks. If sampling is required, we coordinate it. If reports are due, we prepare them. If inspections or questions come up, we help handle them.

You’re kept informed, but you’re not responsible for chasing paperwork, remembering deadlines, or figuring out what needs to happen next. That’s our job.

This is where the Full Environmental Program functions like an outsourced environmental department. The work gets done consistently, by professionals who do this every day.

The Short Version: We continue managing your program as your facility, staffing, or operations change.

Environmental programs aren’t static. Operations change, equipment gets added, processes evolve, and regulations shift. As those changes happen, we update permits, revise plans, adjust inspections, and expand or reduce program elements as needed.

The level of support can also change over time. Some clients need more help during growth, construction, or regulatory scrutiny. Others settle into steady, ongoing support. Because this is a managed program, the staffing and workload can adjust without starting over.

The end result is long-term coverage and peace of mind. Your environmental responsibilities remain handled, even as your business changes, without requiring constant internal oversight or re-learning the rules.

You want to hand off environmental compliance instead of managing it internally.

You’ve considered hiring an environmental manager, but don’t have the budget or time to hire and support the right person.

Environmental responsibilities are being handled by someone who already has a full-time job, and it’s becoming too much.

You have permits, plans, inspections, and reporting requirements in place, but keeping everything organized and up to date is overwhelming.

You’re starting a new facility or taking over an existing operation and want someone else to build and manage the environmental program correctly from day one.

You operate multiple facilities and want a consistent, centralized environmental program managed under one roof.

You’re tired of juggling multiple consultants, spreadsheets, reminders, and internal handoffs just to stay compliant.

You want clear accountability and confidence that deadlines, inspections, and reporting are being handled without constant oversight.

We support organizations across a wide range of industries, from single-site operations to complex, multi-location companies, by managing their environmental programs as a unified, coordinated system.

If you’re looking for a true “hand it off” solution that replaces the need for internal environmental staffing and keeps your entire program running smoothly, there’s a good chance we’re the right fit.

Common Environmental Program Service FAQs

What is a Full Environmental Program, exactly?

RMA’s Full Environmental Program is a fully managed, outsourced environmental department. Instead of hiring, training, and managing environmental staff internally, you can hand off your environmental compliance workload to RMA. We build what is missing, clean up what is messy, and then run the program day-to-day for as long as you need. This is not a one-time document or a single permit project. It is people plus execution plus systems.

How is this different from an EMS or sustainability support?

Think of it like this:

  • Sustainability is practical, advisory help to do a little better in ways that fit your business.

  • An EMS is the structure and framework that keeps permits, plans, training, inspections, and responsibilities organized.

  • A Full Environmental Program is the EMS plus the compliance work plus the people executing it.

In other words, an EMS is the system. A Full Environmental Program is the system and an experienced team running it for you.

What does “hand it off” actually mean in day-to-day operations?

It means you are not the one tracking deadlines, chasing training records, scheduling inspections, or wondering what regulators expect. RMA takes ownership of the environmental work. We manage the tasks, timelines, documentation, and follow-through. You stay informed and involved at the level you want, but you are not burdened with managing the details. Most clients describe it as relief. Things stop living in someone’s head, and compliance stops being a constant fire drill.

Who is this service for?

This is built for organizations that want environmental compliance handled, not just advised on.

Common situations include:

  • Environmental duties got dumped on someone with another full-time job

  • You are considering hiring an environmental manager but are not ready to staff it

  • Your internal team is overloaded and needs real support

  • You inherited a facility or acquired a new location with messy compliance

  • You have multiple facilities and want one coordinated program under one roof

If you are only looking for a one-off plan or permit, this is probably more coverage than you need.

Can we start from any point, or do we need to have things in place already?

Any starting point is fine. We work with brand new facilities with nothing established yet, and we work with long-running operations that have years of scattered permits, old plans, and inconsistent practices. We can also step in when you have an internal program, but it is stretched thin. The goal is the same either way: take ownership, build a workable system, and keep it running.

What does a Full Environmental Program include?

It is a managed service, so the coverage is broad and practical.

Depending on your operation, it can include:

  • Reviewing what exists and identifying what applies

  • Obtaining or updating permits, plans, and required programs

  • Organizing documentation into one clear system

  • Managing inspections, training, and routine compliance tasks

  • Handling reporting, deadlines, and recordkeeping

  • Tracking corrective actions and closing the loop

  • Supporting regulator communication and responses when needed

This is not about selling you software platforms or dashboards. We focus on real people doing the work and keeping it organized.

How does the takeover and setup phase work?

First, we talk. It's not a scripted sales call. You'll talk with a real environmental professional about what is going on and what you want off your plate. If it looks like a fit, we move into takeover and setup:

  • We review what you have (or confirm what is missing)

  • We identify the regulations and requirements that apply

  • We build or update the permits, plans, and programs you need

  • We organize everything into a clear, usable system

Once that foundation is in place, ongoing management becomes much smoother.

Do you provide short-term and long-term staffing?

Yes. Professional environmental staffing is part of the Full Environmental Program. Some clients need coverage for a specific period, like turnover, a new facility ramp-up, or a heavy compliance push. Others want long-term outsourced coverage so they do not have to build an internal department. Either way, you get environmental professionals assigned to your program who act as an extension of your team.

Can you manage multiple facilities under one program?

Yes, and that is a common reason companies choose this service. For multi-location operations, we can centralize oversight and coordinate compliance under one cohesive program. That usually includes standardizing core processes while still handling site-specific permits and requirements. The big benefit is you do not need separate consultants per site, and you are not juggling different approaches in different locations.

How much does a Full Environmental Program cost?

Cost depends on your scope and how much you want to hand off. Pricing is usually driven by:

  • Number of facilities and how complex they are

  • What you already have in place versus what needs to be built

  • The volume of ongoing tasks (inspections, reporting, training, etc.)

  • The level of staffing coverage you need

  • Any upcoming deadlines, agency interactions, or cleanup work

After the initial conversation, we outline a clear scope and a realistic range so you can decide with full visibility.

How quickly can you get started?

Often faster than hiring an internal environmental manager! Once we understand your situation, we can move quickly into a takeover plan and start stabilizing the program. If there are urgent deadlines or agency concerns, we prioritize those first. From there, we build momentum: get the basics organized, close gaps, and put the ongoing rhythm in place so you are not constantly reacting.

What do you need from us to get started?

To start, we just need a conversation about what you want to hand off and what is causing the most pain.

If you have it, helpful information includes:

  • A list of facilities and key contacts

  • Existing permits, plans, inspection reports, and training records

  • Any known issues, notices, or recurring problems

  • Your current process for deadlines and reporting (even if it is informal)

If things are disorganized, that is normal. We can help you gather and sort it as part of the takeover.

Will we lose visibility or control if we outsource this?

No. Outsourcing should reduce your burden, not leave you in the dark. We keep you informed with clear updates, documented records, and visibility into what is being done and what is coming up. You still set priorities and make decisions where needed. The difference is you are not managing the daily execution. You have a professional team handling it and keeping you in the loop.

Is this service good for companies who just need a plan or permit?

Usually not. If all you need is a single document, a one-time permit application, or a quick update, we can certainly help you with that, but this is probably overkill! A Full Environmental Program is designed for companies that want ongoing ownership and execution across many separate tasks and areas of compliance. If you want to stop juggling deliverables, deadlines, and multiple vendors, this is where it makes sense.

What happens as our operations change over time?

The program is built to flex. If you add a line, change processes, expand to new facilities, go through acquisitions, or deal with staff turnover, we adjust the program and scale support up or down. That long-term coverage is the point. You are not buying a binder. You are getting a program that stays current as the business changes.

I have known RMA (and Doug Ruhlin) for over 12 years, working closely with him at NRMCA. He has always been a great spokesman and friend of our industry. Through the association, he works tirelessly to provide excellent programs and tools for our industry. Recently we contracted with RMA on a time-sensitive project, they were able to meet our needs with quality service. Their knowledge of our industry and quick feel for our company made for a very smooth project. RMA understands the challenges our industry faces and helps provide effective solutions. Resource Management Associates is a key influence to our environmental program. We operate several ready-mix concrete plants in 3 states, which all have unique regulations to deal with. They've assisted in everything from seeking approvals from local townships, preparing SWPPPs, environmental training for employees, and establishing environmental best practices at our concrete plants. RMA has done an excellent job of maintaining compliance with new environmental laws and regulations. By working with RMA we have been proactive and are one step ahead of any visits from environmental agencies.

I first met Doug of RMA in 2002 when I attended an environmental course he developed for the National Ready Mixed Concrete Association. Doug’s ability to effectively communicate and explain the voluminous environmental regulations pertaining to the concrete industry is remarkable. He is truly a gifted speaker and teacher. If you are new to the industry or the environmental field, I strongly recommend participating in Doug’s courses. Since then, we’ve worked together on several projects including an NPDES permitting, and most recently, further development of the Green-Star EMS Program at NRMCA. Doug’s passion, experience, and insight are always welcomed assets on any environmental project.

I’ve known Doug of RMA for over 4 years and have seen him tirelessly and passionately promote best management practices to the industries and good stewardship of the environment while exhibiting a refreshingly honest and compassionate concern for the business. It does not take long for one to see and feel Doug’s enthusiasm and commitment when talking to him or hearing him educate a group on the subject of environmental compliance. He manages to do this while helping the end user accomplish this sometimes incompressible task economically. Having hired RMA to assist with decoding the mass of sometimes confusing and contradicting US EPA and state DEP regulations, I can say with confidence that they know our industry very well. I heartily recommend RMA and Doug Ruhlin for anyone needing professional and ethical council with environmental compliance.
