Your Path to SPCC Compliance: Our Process

Ongoing Compliance

The Short Version: We talk. You tell us where things stand, we help figure out what's needed, and then we lay out a simple path forward. Clear scope, honest advice, and no pressure.

The path to SPCC compliance starts with a conversation. Whether it’s through email, a quick phone call, or a Teams meeting, we’ll take time to understand your operations and your needs. We want to know where you're at, whether you’re starting from zero or you already have an SPCC plan in action.

We work with companies managing SPCC plans across multiple states, as well as single location operations. Regardless, many business just want someone who can take a professional look and give honest advice. Some clients need a brand-new plan, others are due for a 5-year review or need a focused audit to prepare for an inspection. Some are simply unsure and want a professional to look things over. Whatever your starting point, we’ll help you figure out exactly what you need (and what you don’t).

Once we’ve talked through your situation, we’ll give you a ballpark estimate, a clear scope of work, and a simple service agreement. No bloated paperwork. No pressure. Just a straightforward path to getting your SPCC needs taken care of.

The Short Version: We gather what we need to get started right away. If a site visit is required, an experienced consultant will come out and work efficiently, safely, and on your schedule.

Once we’re ready to go, we’ll start gathering information about your facility right away. This can be done online and through email, so we’re not wasting time or waiting on site visits to get started. If we need to come out to your facility, we’ll schedule it at a time that works best for your team and your operation.

Most site visits take between 1 and 4 hours depending on the size and complexity of the facility. You’ll typically have just one of us on site - we don’t send interns or junior staff. One of our lead consultants will take photos, videos, measurements, and ask a few questions. We can work independently or be escorted - whatever fits your safety protocols.

Our team has decades of combined experience. We’re OSHA-trained, fully insured, and know how to work safely, efficiently, and respectfully on industrial sites. We won’t slow you down, get in your way, or waste your time. We show up, we work quickly, and we get what we need to build your plan the right way.

The Short Version: We write your plan specifically for your facility in a clear, usable format with everything you need to stay compliant - including facility maps, inspection forms, guidance on regulations, and access to online training.

Once we’ve gathered everything we need, we’ll draft your new or updated SPCC Plan and walk it through internal review. Every plan we deliver is written specifically for your facility - it’s not a generic template or an unreadable PDF. You’ll receive a full digital copy and/or a physical copy that includes clear tabs, easy-to-read sections, and all required documentation. Either way, you'll have the documentation you need to stay in compliance.

The plan includes accurate site maps, a complete oil inventory, detailed spill response guidance, and inspection forms that have been used and reviewed by inspectors across the country. These forms aren’t just “good enough” - they’re proven, bulletproof, and built to help you pass inspections and stay in compliance.

Plans are written in plain language, with helpful guidance and notes scattered throughout. If you need PE certification, we can take care of that too. We demystify the regulation and give you something your team can actually read and understand. And every plan includes access to our online training platform - no boring classrooms, no outdated VHS tapes. Just practical, flexible training you can do anytime, anywhere.

The Short Version: Some clients just need a plan, others rely on us for years. Either way, we’re here with training, updates, audits, and long-term support for your SPCC and the rest of your environmental program.

Sometimes, our work is one-and-done. We build a great plan, hand it over, and our clients run with it. But many of our clients stay with us for years - coming back when they need support, training, reviews, or updates. In fact, some of our SPCC clients have been with us since the very beginning.

If you ever need more than just a plan, we’re here. We offer annual training (online or in-person), 5-year reviews, recertifications, documentation updates, and even SPCC audits as part of internal reviews or ISO 14001 EMS compliance. If something changes at your facility - or in the regulations - we’re just a phone call or email away.

We’re flexible, responsive, and built to support your long-term compliance goals. Whether you want to handle things internally and call us when needed, or work with a trusted partner who sticks with you for the long haul, we’re here to help however you need us. SPCC compliance isn’t just a box to check - it’s a program to maintain. And we’ll help you do it right.

Our SPCC services are built for companies that know they need to take their spill prevention planning seriously, and want to get it right. We're a great fit for people if:

You need a new or updated SPCC Plan and want it handled by experts

You already have an SPCC plan and need it updated

You need an SPCC Plan certified by a Professional Engineer

You’re due for a 5-year review and want a fresh set of eyes on your documentation

You want an SPCC plan that’s easy to follow and reflects how your facility actually operates

You’re preparing for an audit, inspection, or ISO 14001 certification

You’ve had a violation, inspection, or close call, and you're ready to move on the right way

You’re done with copy-paste plans, templates, or technical jargon that nobody on your team understands

We’ve worked with operations across the United States, from single-site businesses that needed a one-and-done fix, to large multi-site industrial projects that required ongoing SPCC plan development, updates,  training, and long-term support.

If your facility stores oil in any form, organic, mineral, or synthetic, there’s a good chance we’ve helped a business like yours stay in compliance with SPCC regulations.

Common SPCC Service FAQs

Do I need an SPCC Plan?

If your facility stores more than 1,320 gallons of oil aboveground, you probably do. But the only way to know for sure is to talk it through, every site is a little different.

How much does an SPCC Plan cost?

Plans typically range from $1,500 to $10,000 depending on the size and complexity of your facility. Most clients fall between $3,000 and $6,000 per location. We’ll give you a ballpark price upfront and a flat rate before we start.

Sometimes you might need to buy things like spill kits or secondary containment to get into compliance, which can vary in cost, based on your needs. Additionally, figure 10–20% per year to stay current with your plan, mostly small things like restocking supplies or online training.

Can I just make my own SPCC Plan?

If you qualify for a Tier I or Tier II plan, you technically can (here's the EPA's free Tier I SPCC Plan template) but unless you're really comfortable with the regulations, it’s risky. We've seen a lot of DIY plans fall short during inspections. If you want to avoid surprises (and fines), it’s usually better to bring in someone who’s done it before. If you need a PE-Certified SPCC Plan, it will need to be professionally developed since you'll need a Professional Engineer to sign off on your plan.

Can you certify our plan with a PE?

Yes! If your facility needs a Professional Engineer (PE) certification, we can take care of that. We'll let you know if it applies to your site.

How long does it take to get a plan done?

Usually about 2 to 6 weeks. It depends on how fast we can gather the info and whether we need a site visit, but we move quickly once we’re rolling.

Do you have to come to our site?

Not always. Some plans can be done remotely, but for more complex facilities, a site visit helps us get things right and make sure you’re covered.

Can you help with training too?

Yes. We offer online SPCC training that your team can do anytime, anywhere. We also do live training, in classroom and in the field, if you need a more hands-on, practical approach for your staff.

What if we just need a review or update?

We do that all the time. Whether it’s a five-year review, a quick checkup before an inspection, you're looking for something more formal due to an ISO14001 audit, or a few changes to your existing plan, we’re happy to help get that SPCC Plan back into tip top shape.

Can we use one plan for all our locations?

Nope. Each site needs its own SPCC Plan, these are facility specific documents. But, we can make them consistent across your organization so everything follows the same structure, uses the same forms, and your overall SPCC program and is easy to manage.

Can our staff do the inspections on their own?

Yes, and they should! Our plans include easy-to-use inspection forms and guidance so your team can handle it confidently and correctly.

How often does my SPCC Plan need to be updated?

Every five years at a minimum your plan needs to be reviewed, but any time your tanks, layout, oil storage, or even just contact details change, it’s smart (and required) to update the plan sooner. Technically, within 180 days of those changes, so don't delay.

Do you only work in certain states? Or with certain sized companies?

We help facilities all over the U.S., whether you’ve got one site or a dozen across multiple states. We’re set up to work wherever you are.

We’ve helped everything from micro sized data centers with a single emergency backup generator, to national-level concrete producers overhauling their environmental program, and everything in between. Regardless of your size, or industry, if you’ve got oil on site, we can probably help.

What do you need from us to get started?

Some basic info about your facility, like where you're located, what you do, what's stored on-site (oil-wise), and an idea of how we can help. Whether you need a new SPCC Plan ASAP, or are looking to schedule a 5-year review before that looming deadline, we can start with the basics, and go from there. Once we know some details, we can discuss a scope of services and some cost estimates. We can then put together a simple service agreement to get the project started.

I’ve known Doug of RMA for over 4 years and have seen him tirelessly and passionately promote best management practices to the industries and good stewardship of the environment while exhibiting a refreshingly honest and compassionate concern for the business. It does not take long for one to see and feel Doug’s enthusiasm and commitment when talking to him or hearing him educate a group on the subject of environmental compliance. He manages to do this while helping the end user accomplish this sometimes incompressible task economically. Having hired RMA to assist with decoding the mass of sometimes confusing and contradicting US EPA and state DEP regulations, I can say with confidence that they know our industry very well. I heartily recommend RMA and Doug Ruhlin for anyone needing professional and ethical council with environmental compliance.
