If your operation discharges wastewater or stormwater that can reach U.S. waters, catch basins, roadside ditches or drains, or infiltrates to groundwater in states where that is regulated, you probably need coverage under the National Pollutant Discharge Elimination System.

Most states run the program under EPA delegation, and the exact rules, permit names, and related documentation can and does vary wildly by state, but, the concept is the same. If you discharge, you either need permit coverage or you need to prove you do not.

General Industrial NPDES Permits (Stormwater)

We generally tell people it will cost between $2,500 and $10,000 per facility to hire us for NPDES work when dealing with an industrial general stormwater permit. This covers most standard industrial or commercial operations, like concrete and asphalt plants, marinas, warehouses, manufacturing, distribution, etc. with moderate outdoor activity.

Individual NPDES Permits (Stormwater+)

Here's where things change and can cost more, and we routinely tell folks for IP work, you could be looking at $10,000 to $25,000+.

Expect this when the discharge is process wastewater, volumes are large, technology-based limits apply, or your state does not offer a general permit that fits your operation.

Non-Exposure Certifications (NEC)

NEC work generally costs less, but still requires us to do "stuff" for you. Generally, our NEC work ranges from $1,000 to $4,000.

Again, this is cheaper because the effort centers on proving non-exposure, documenting controls, and preparing the submittal. Not everyone qualifies, but if you do, this is a big money saver in the short and long term.

  • Generally starts with eligibility review and permit selection strategy
  • Then, we hit the road and conduct a site visit, or setup a time for a remote inspection

  • Sampling and lab costs. Bottles, shipping, and analyses depend on your parameters and frequency, all of which costs you money several times per year.
  • BMPs and maintenance. Silt socks, spill kits, secondary containment tweaks, outfall repairs, sweeping, catch basin cleanouts... You'll have to maintain things to keep your NPDES programming running smooth.
  • Annual training and inspections. You'll again need to budget time or vendor cost to keep people trained and records complete. Do it in house, get outside help, regardless, you are required to provide proof of training.
  • Corrective actions. If sampling shows exceedances, you may need extra monitoring, plan updates, or physical improvements, all of which cost money!
  • Renewals. Every few years, states update permits. You will need to renew coverage and update documentation.

A practical rule of thumb is 10 to 30 percent of your initial project cost per year for ongoing compliance, based on permit conditions and site complexity.

What impacts the cost of any NPDES permit?

No two facilities are identical, which is why pricing can feel slippery online. Here are the big levers that push cost up or down.

1) Permit Type: General vs. Individual

General industrial stormwater permits are faster and cheaper because the rules are preset. Individual permits are custom to your discharge. They take longer to get, involve more engineering and agency coordination, and cost more.

2) Discharge Type and Complexity

Stormwater only with typical industrial activities, tends to be simpler. Process wastewater or high-volume discharges are more complex and often trigger individual permits and more extensive monitoring and documentation.

3) Eligibility for Non-Exposure Certification (NEC)

If you can prove your industrial materials and activities are completely indoors and not exposed to stormwater, an NEC can be the cheapest path to compliance in some states.

4) Your Situation and Timeline

Applying proactively is one thing. Applying after a violation, third-party suit, or consent order is another. Urgent or enforcement-driven work costs more because it requires expedited effort and intense coordination.

5) Number of Facilities

One site is one scope. Ten sites in the same region can bring some efficiencies of scale into the picture, which brings per-site costs down.

6) State Rules and Fees

Some states add application fees, annual fees, and renewal fees. Others roll fees into specific steps. You need to budget for these on top of any consultant costs.

7) What Do You Already Have?

Site maps, drainage info, outfall details, historical sampling, and good documentation reduce the amount of time and effort we need to put into starting from scratch, in a sense.

Smart ways to save on your NPDES permitting costs.

You do not have to overspend to stay compliant. Here is how we help clients control costs without gambling with risk:

  • Qualify for NEC when possible. If you can eliminate outdoor exposure, the NEC path is often the cheapest compliant option. We'll help you get there if we can.
  • Use a general permit. If your operation fits a general permit, do it. It is faster and cheaper than an individual permit. We'll tell you, but if you go with someone else, ask for your options.
  • Combine scopes. If you already need SWPPP updates, SPCC work, TRI reporting, or training, bundle them during the same project. Just like anything else, you can save when you bundle services together under one project.
  • Go remote when it is safe to do so. Simple sites with solid photos, drawings, and past sampling can sometimes be handled remotely. Sometimes they can't. It all depends, so we recommend you ask!
  • Get your documents in order. Tank lists, SDSs, site drawings, and past lab reports are all super helpful for us, so start getting those documents in order, and ready for review.
  • Plan ahead. Rush jobs cost more because we have to reprioritize people and travel. If you know you have a deadline, or are trying to get ahead of something, then act now.

Can you do NPDES permitting yourself?

The short answer? Maybe. The REAL answer? It can be more complicated than people expect.

One of the biggest things that gets overlooked right out of the gate is that NPDES permitting isn’t one-size-fits-all. Each state runs its own program, and they all have their own rules, expectations, and quirks. What works in one state might not even be allowed in another.

That leads to a pretty important first question that most people don’t think to ask, which is, are you even allowed to do this yourself?

In some cases, you might be. In others, you’re not! Depending on your state and the type of permit, you may need:

  • A licensed Professional Engineer involved in your application or documentation
  • Specific certifications to perform inspections or sampling, or even just submitting your application and documentation, again!

We see this all the time. Someone assumes they can handle it internally, starts putting things together, and then finds out halfway through that they’re missing a required credential. Happens a lot! It's happened to us too!

And once you get into the actual work, things can get simpler, but it depends! You’re going to need sampling. That means collecting stormwater samples correctly, sending them to a certified lab, and interpreting the results. Unless you happen to run a lab on the side, you’re outsourcing part of this process no matter what.

Then there’s the documentation. Depending on your permit, you may need formal plans, calculations, maps, and those might need to be done by people with certifications. In some cases, those documents need to be prepared or stamped by a qualified professional. If you don’t have that in-house, you’re back to bringing someone else in.

And to be clear, everything we’ve talked about so far is mostly on the general permit side. Once you get into individual NPDES permits, it’s a different level entirely. Now you’re dealing with site-specific limits, modeling, engineering considerations, and regulatory negotiations. You might need an attorney at this point! Even people who work in environmental roles full-time can find themselves out of their depth real quick.

So when you’re asking, “Can we do this ourselves?” there are really two separate questions you need to be consider, which are

  • Do we have the time, knowledge, and resources to do this correctly?
  • And just as importantly, are we actually allowed to do this ourselves in the first place?

Those aren’t the same question, but they tend to show up together. And if either answer is “not really,” it’s usually a sign you’re going to need help.

 

Bottom line: NPDES permit costs in 2026

If you’re just trying to get your arms around what this might cost, here’s the honest answer we give people all the time: it depends on the type of permit and how complicated your site is.

For most industrial facilities dealing with a general NPDES permit, you’re usually looking at something fairly manageable. In the real world, that often means a few thousand dollars on the low end if things are straightforward, and closer to $10,000 or so if there’s more going on. Add in state fees, which are typically a few hundred to a few thousand dollars, and most sites end up somewhere in that $5,000 to $15,000 all-in range.

Now, if you’re dealing with an individual permit, that’s where things start to climb. These are more customized, more technical, and frankly just take more time. We’ve seen plenty of these land in the $20,000 to $50,000+ range when you factor in both consultant support and state fees. Sometimes higher, depending on the complexity.

On the other end of the spectrum, if you qualify for a non-exposure certification, that’s the simplest path. These are usually pretty straightforward, and the costs reflect that. Most companies end up somewhere in the $1,500 to $8,000 range total, including both support and fees.

And then there’s the part that doesn’t get talked about enough: ongoing costs. Getting the permit is one thing. Keeping it in compliance is another. You’ve got sampling, inspections, training, updates, maybe some BMP improvements over time. A good rule of thumb we give clients is to plan for about 10% to 30% of your initial cost each year to keep everything running smoothly.
