PENNSYLVANIA OIL SPILL PREVENTION & PLANNING

Pennsylvania SPCC Plans & Oil Spill Compliance Help

If your Pennsylvania facility stores oil, fuel, or other petroleum products, you may be required to have a Spill Prevention, Control, and Countermeasure (SPCC) Plan under federal EPA regulations.

RMA helps facilities throughout Pennsylvania determine whether SPCC requirements apply, develop new plans, update existing plans, coordinate Professional Engineer certification when required, and manage the inspections, training, and ongoing responsibilities that follow.

Whether you're starting from scratch, preparing for an inspection, or wondering whether your existing plan is still compliant, we're here to help you figure out what needs to happen next.

Understanding Your Pennsylvania SPCC Plan Options

Tier I SPCC Plans

Tier II SPCC Plans

PE-Certified SPCC Plans

Pennsylvania-Specific Considerations

The Short Version: Tier I SPCC Plans are intended for smaller qualifying facilities with no more than 10,000 gallons of aggregate aboveground oil storage capacity, no individual aboveground oil container larger than 5,000 gallons, and a qualifying oil discharge history.

For many Pennsylvania businesses, Tier I is the simplest SPCC option. These facilities may include smaller manufacturers, repair shops, agricultural operations, maintenance yards, and other businesses that store oil in relatively modest quantities.

Qualifying for Tier I doesn't mean your facility is exempt from SPCC requirements. You still need a facility-specific plan that addresses your oil storage, spill prevention measures, containment, inspections, employee responsibilities, and emergency procedures.

The main difference is that qualifying facilities may use EPA's streamlined Tier I plan template and self-certification provisions, subject to applicable state requirements. That can simplify plan development and eliminate the need for federal PE certification in qualifying circumstances.

RMA helps Pennsylvania facilities confirm Tier I eligibility, document their oil storage, evaluate spill risks, prepare usable SPCC Plans, and establish the inspection and training procedures needed to keep the plan working.

Even when you're allowed to prepare a plan yourself, you can still hire us to handle the technical work.

The Short Version: Tier II SPCC Plans are for qualifying facilities with no more than 10,000 gallons of aggregate aboveground oil storage capacity that meet the applicable spill history criteria but have at least one individual aboveground oil container larger than 5,000 gallons.

Tier II facilities qualify for the federal self-certification option but cannot use the simplified Tier I template. Their plans generally require more detailed facility-specific documentation.

A Pennsylvania facility with a 6,000-gallon diesel tank, for example, might qualify for Tier II if its total aboveground oil storage capacity is no more than 10,000 gallons and it meets the other requirements.

The SPCC Plan must address the facility's actual oil storage and handling operations, potential discharge pathways, secondary containment, inspections, testing, training, and spill response procedures.

While a qualifying facility's owner or operator may self-certify under federal SPCC provisions, preparing a complete and technically sound Tier II Plan still takes a careful understanding of the regulations and the facility itself.

RMA can handle the evaluation, containment review, site documentation, plan development, and implementation guidance. We can also help determine whether Professional Engineer involvement is appropriate or necessary based on the facility's circumstances.

The Short Version: Facilities that don't meet EPA's Tier I or Tier II qualified facility criteria generally need an SPCC Plan certified by a licensed Professional Engineer.

This often applies to Pennsylvania facilities with more than 10,000 gallons of aggregate aboveground oil storage capacity. Certain facilities with a history of significant qualifying oil discharges may also be ineligible for self-certification, even when their storage capacity is below that level.

PE-certified SPCC Plans are commonly needed at larger manufacturing facilities, industrial plants, bulk storage operations, distribution sites, and businesses with more extensive oil storage and transfer systems.

These projects can involve more detailed evaluations of tanks, piping, containment, potential spill pathways, transfer procedures, and site-specific engineering considerations.

RMA manages the development of these plans, including coordinating the required engineering review and certification with an appropriately licensed Professional Engineer.

We don't simply attach an engineer's stamp to an incomplete or unverified document. The plan needs to accurately represent the facility and meet the applicable technical requirements.

Our goal is to deliver a complete SPCC Plan that your team can actually understand, implement, and maintain.

SPCC is a federal requirement, but Pennsylvania businesses may have additional obligations under PA DEP's storage tank and pollution prevention programs.

Depending on your operations, permits, and storage systems, these can include Preparedness, Prevention, and Contingency (PPC) planning, regulated storage tank requirements, or a separate Pennsylvania Spill Prevention Response Plan.

These documents are not automatically interchangeable. RMA can help identify where your federal and Pennsylvania requirements overlap and where additional work may be necessary.

How Much Does an SPCC Plan Cost in Pennsylvania?

The cost of an SPCC Plan depends on your facility's size, oil storage capacity, number of tanks, containment systems, and whether Professional Engineer certification is required.

At RMA, most SPCC Plan projects fall somewhere between $3,500 and $8,000, although simpler projects may cost less and large or complicated facilities can cost more. Existing plan reviews and minor updates may also be considerably less expensive than preparing an entirely new plan.

Unlike an environmental permit, a federal SPCC Plan generally isn't submitted to EPA for routine approval, and there's no standard federal SPCC permit application or annual permit fee. You're primarily paying for the professional evaluation, documentation, planning, and any engineering services your facility needs. Related Pennsylvania programs may have separate costs.

Our Process for Pennsylvania SPCC Support

How We Help With Pennsylvania SPCC Compliance

Whether you already know you need an SPCC Plan or you're still trying to determine whether the regulations apply, RMA can help you work through the process. We start by understanding your facility and oil storage, then move through the site evaluation, documentation, plan development, certification, and training needed to establish a working SPCC program.

Determine What You Need

We review your facility's operations, oil storage capacity, container sizes, and spill history to determine whether federal SPCC requirements apply and which type of plan your facility needs.

We'll also discuss Pennsylvania-specific requirements that may affect your operation.

Evaluate Your Facility

We'll gather information about your tanks, drums, oil-filled equipment, storage areas, and transfer activities. Depending on your facility, this may involve an on-site visit or a detailed remote evaluation.

We'll also review existing plans, site drawings, and storage information when available.

Review Spill Risks & Containment

We'll evaluate potential oil discharge pathways, existing spill prevention measures, containment systems, and areas where a release could occur.

Where applicable, we'll assess containment capacity, document calculations, and identify conditions that may need attention.

Prepare Your SPCC Plan

We'll develop a facility-specific SPCC Plan with the required oil inventory, site diagrams, spill prevention procedures, inspection documentation, training provisions, and emergency response information.

The goal is a complete document that accurately reflects how your facility operates.

Coordinate Certification & Training

If your plan requires Professional Engineer certification, we'll coordinate that process. For qualified self-certified facilities, we'll help you complete the required certification.

We'll also provide implementation guidance and access to SPCC training so your team understands its responsibilities.

Stay Compliant Long-Term

RMA can help with required five-year reviews, facility changes, plan amendments, inspections, annual employee briefings, training, recordkeeping, and other ongoing needs.

You can handle these activities internally or continue relying on our team for support.

I first met Doug of RMA in 2002 when I attended an environmental course he developed for the National Ready Mixed Concrete Association. Doug’s ability to effectively communicate and explain the voluminous environmental regulations pertaining to the concrete industry is remarkable. He is truly a gifted speaker and teacher. If you are new to the industry or the environmental field, I strongly recommend participating in Doug’s courses. Since then, we’ve worked together on several projects including an NPDES permitting, and most recently, further development of the Green-Star EMS Program at NRMCA. Doug’s passion, experience, and insight are always welcomed assets on any environmental project.

I’ve known Doug of RMA for over 4 years and have seen him tirelessly and passionately promote best management practices to the industries and good stewardship of the environment while exhibiting a refreshingly honest and compassionate concern for the business. It does not take long for one to see and feel Doug’s enthusiasm and commitment when talking to him or hearing him educate a group on the subject of environmental compliance. He manages to do this while helping the end user accomplish this sometimes incompressible task economically. Having hired RMA to assist with decoding the mass of sometimes confusing and contradicting US EPA and state DEP regulations, I can say with confidence that they know our industry very well. I heartily recommend RMA and Doug Ruhlin for anyone needing professional and ethical council with environmental compliance.

They're intimately versed in the key environmental issues that affect aggregates and concrete producers; they know the laws, regulations and both industries thoroughly.
