Copper, zinc, and lead are some of the most common metals flagged in marina stormwater samples, and all three have a habit of sticking around in soil and sediment long after the activity that introduced them has stopped.

Every time it rains, stormwater moves across the ground, picks up whatever fine particles and residues are sitting on the surface, and carries them into the drainage system that eventually discharges under your permit. If those particles include copper, zinc, or lead from years or decades ago, your sample is going to reflect that, even if nothing happened at your marina that week, that month, or even that year.

Why This Catches Marina Operators Off Guard

Most facility managers assume a stormwater exceedance means something is currently going wrong. That assumption makes sense at a typical manufacturing site, where a spill, a leak, or poor housekeeping usually explains a bad result. Marinas are different. The activities that caused the contamination may have ended before current management ever took over the property, which is exactly why cleaning up today's operations doesn't always move the needle.

Antifouling Paint and Legacy Copper Contamination at Marinas

Copper is usually the biggest driver of metals exceedances at marinas, and antifouling paint is almost always the source. Antifouling paint is applied to boat hulls to prevent barnacles, algae, and other marine growth from attaching to the surface, and copper compounds have been the active ingredient in most of these paints for decades.

Every time a boat gets sanded, scraped, or has its hull touched up, some amount of that copper-laden paint dust and residue ends up on the ground around the work area. Unlike a liquid spill that can be cleaned up in an afternoon, fine paint particles settle into soil, gravel, and pavement cracks, and they don't break down or wash away on their own. They sit there, and every storm event moves a little more of it into your stormwater discharge.

Why Copper Rarely Shows Up Alone

When copper turns up in a stormwater sample, zinc and lead are frequently close behind. These three metals often come from overlapping sources, including older marine coatings, galvanized hardware and equipment, and sacrificial anodes used for corrosion protection on boats and docks. Seeing all three elevated together is actually useful information. That pattern is a strong indicator of historical accumulation rather than a single current source, since it's unlikely that three separate ongoing activities would all be contributing metals at once.

Telling Historical Metals Contamination Apart From a Current Operational Problem

The difference between a historical source and a current operational problem matters enormously, because the fix for each one is completely different. If the source is ongoing, tightening operations, improving housekeeping, and adding better stormwater controls should improve your numbers over time. If the source is legacy contamination sitting in soil or sediment, none of those operational changes will move your results, because the contamination isn't coming from anything happening today.

This is where a lot of marina operators get stuck. They make real, meaningful improvements to their operations, and their metals results stay flat. That's not a sign the improvements didn't matter. It's a sign the improvements were aimed at the wrong problem.

What a Site History Review Looks For

Sorting this out usually starts with a review of the property's history, including how long boats have been serviced there, what kind of work has historically taken place in specific areas of the site, and whether older aerial photos, permits, or records point to past maintenance yards, haul-out areas, or storage locations. Combined with soil and sediment data, that history helps explain why certain areas of a property consistently contribute more metals to stormwater than others.

Using Aluminum to Tell Natural Soil Chemistry From Contamination

One of the more useful tools for sorting out legacy contamination from natural conditions is comparing metals concentrations to aluminum. Aluminum occurs naturally in soil almost everywhere, and its concentration tends to stay fairly consistent within a given geographic area regardless of human activity.

Environmental professionals will often look at the ratio of copper or zinc to aluminum in a sample. If that ratio is roughly in line with what's expected for background soil in the region, the metals level is more likely explained by naturally occurring soil chemistry. If copper or zinc is way out of proportion to the aluminum in the same sample, that's a strong signal you're looking at a human-caused source rather than background conditions.

Why Older Marina Sites Can Involve More Than Just Copper and Zinc

Marinas with a longer industrial history don't always stop at copper, zinc, and lead. Older waterfront properties have sometimes hosted fueling operations, boat repair shops, or other activities that can leave behind additional contaminants. When a site history review turns up this kind of prior use, it's worth expanding the investigation beyond the metals that triggered the original benchmark exceedance.

If you're only adjusting current operations while the true source is sitting in the ground from decades ago, you can spend a year or more moving through tiers, adding monitoring requirements, and documenting corrective actions, all without your actual sample results improving.
